I: Job Summary 

Under the direction of Government Contracts and Subcontracts (GC&S) leadership, the Specialist of Contracts Operations will perform a wide range of support activities for the Contract Operations Group. The ideal candidate must have the ability to meet multiple deadlines, organize complex material, and coordinate with multiple parties internally and externally.
Support activities include preparation, negotiation, acceptance, and management of government contracts (including closeouts), subcontracts and proposals. In addition, the Specialist will support special departmental initiatives such as file audit, development of forms & templates and date entry.

•    Will lead basic proposals/opportunity responses (RFIs/Sources Sought) 
•    Collaborate with proposal manager, subject matter experts and the technical writer to prepare written documents with detailed supervision
•    Supports negotiation efforts by assisting in Q&A responses and proposal revisions
•    System administration
•    Closeout of Contracts/Subcontracts
•    Leads ad hoc projects
•    Supports internal and external meetings by taking notes, researching background information, etc.
•    May lead internal meetings with guidance and support from management
•    Prepare and coordinate business correspondence
•    Assist in maintaining accurate and complete contract files and records
•    Assist in the review of contracts prior to approval
•    Perform other contract-related duties as assigned
•    Must have the ability to communicate clearly and concisely, in written and verbal settings.
•    Develop and maintain positive relationships with internal and external customers, maintaining a high level of professionalism in all interactions.
•    Supports ad hoc data calls.

III: Minimum Education, Experience & Skills
•    Bachelor’s degree and a minimum of three years of professional, related work experience 
•    Experience supporting proposal, contracts and/or subcontracts strongly preferred
•    Superior writing and editing skills with specific attention to detail
•    Excellent analytical and problem-solving skills
•    Strong time management skills, ability to multi-task, and effective organizational skills.
•    Ability to work in team environment
•    Demonstrated highly effective communication and interpersonal skills
